As a Contracts Specialist you will have responsibility for performing pre-award functions for a variety of procurement categories to meet organisations project and operations requirements and needs.

The Contract Specialists shall assist the development of Tenders and RFPs.

- Preparing Bidders Lists
- Assisting Infrastructure and Operations Staff in the development of Statements of Work, and Specifications
- Conducting Market Research
- Assisting in the development of internal estimates
- Preparing pre-qualification reports
- Identifying Deliverables list
- Assisting in development of Evaluation Factors/Evaluation Standards

The Contract Specialists shall assist in implementing the Tender Phase of each contractual endeavour.

- Preparing Requests for Proposals (Tender) packages
- Preparing Expression of Interest notices
- Coordinating Page Turn Review Meeting
- Advertising procurements in papers of general circulation
- Assisting in arranging for Pre-Bidder/Proposal Conference
- Preparing amendments to Tenders
- Attending and assisting Bid Openings
- Safeguarding Bids/Proposals

The Contract Specialists shall assist the Award Phase of each contract assigned to them.

- Reviewing bids/proposals to ensure that bidders have not conditioned their bids/offers.
- Ensuring that bids are responsive
- Conducting Orientation for Panel members reviewing proposals.
- Providing technical assistance to panel during evaluation
- Reviewing panel's submission and recommendation to ensure the evaluation process was performed in accordance with the requirements of the Request for Proposal.
- Preparing Bid Evaluation Reports
- Preparing Recommendations for Award.
- Coordinating and assisting Discussion meetings
- Preparing determination with respect to financial responsibility
- Coordinating General Counsel and Finance review of pertinent documentation.
- Conducting price and cost analysis
- Preparing Contract Packages for Board Approval
- Dealing with bidders protests, if any.
- Performing compliance checks for front end award formalities.
- Preparing contracts

Who we're looking for
• Degree/Masters in Business Administration/Masters in Procurement etc
• 8 to 10 years contracting experience including handling of major tenders up to $100 million USD
• Excellent oral & written communication skills with detailed commercial and legal understanding of contractual terms and conditions
• Middle East experience preferred
• Team Player
• Excellent MS Office packages skills
• SAP experience preferred
