Reporting to the Director General, you will oversee the creation and implementation of the operational plan for the Quality and Performance Directorate. You will be responsible for directing the research and development services for the NQA inline with the NQA's Corporate Strategy and play a key role in the development of the Qualifications Register and Information System. Specific responsibilities include:
• establishing and implementing relevant policies, processes and procedures for the Quality and Performance Directorate
• advising key stakeholders on policies, procedures, structures and conventions
• providing high level reports on the performance of the system as well as recommendations for improvements where identified
• directing the provision of IT support to internal departments within the NQA
• contributing to the development of the NQA's Corporate Strategy
Who we're looking for
To be considered for this role you must, at a minimum, possess a relevant Masters Degree or recognised equivalent. You will also possess a proven track record in a relevant field such as the development of a national qualifications framework or, alternatively, have previous experience in a leadership position in a related organisation responsible for the establishment of a National Qualifications Authority. You will have extensive knowledge of national and international qualifications frameworks as well as a strong working knowledge or experience of the European Qualification Framework (EQF). This role requires an astute and commercially minded individual who can understand the interrelationships between the labour market, the national economy and general community issues. You will be a highly motivated, results oriented individual who is able to demonstrate evidence of the achievement of results within tight deadlines, the ability to conduct high level policy analysis as well as the ability to effectively and successfully implement change within complex environments. To be successful in this role, you must possess outstanding verbal and written English communication skills as well as the ability to negotiate and influence at all levels across the organisation. Experience working with political decision makers is essential.
