To lead the work on accounting policy for the Sector, in particular the development of separate business accounts and regulatory accounting guidelines for the main licensees. This will involve ensuring these separate business accounts are transparent and reflect the underlying sector costs, analysing key accounting information and issues, providing advice on issues relating to the financial aspects of price control reviews, and, negotiating the provision of high quality information from the ADWEA group of companies and other licensees.
SUMMARY OF DUTIES
• Developing our client's policy with respect to the separate business accounts of price controlled entities in the sector
• Ensuring that the separate business accounts are as transparent as practical and reflect the underlying costs of the Sector
• Developing an understanding of the operational and commercial structures of licensees and their management accounting arrangements, and, how these relate to information in the separate business accounts
• Developing regulatory accounting guidelines for each of the main licensees in the sector and an associated compliance strategy, including specifying pro-forma templates for the provision of appropriate information
• Advising on wider financial issues as they impact on the sector
• Developing financial models of licensees either in connection with price control reviews or other Bureau projects
• Develops good relationships with the regulation advisors and the senior management of licensees and the licensees external auditors (Ernst & Young)
• Keeping up-to-date with developments in accounting and regulatory accounting arrangements, in particular insofar as they affect our clients responsibilities
• From time to time managing consultancy projects on behalf of our client
Who we're looking for
• Good understanding of the key issues, approach and judgements required to develop and prepare the financial statements of large corporate entities.
• Familiarity with the management accounting arrangements and the relationship between management accounts and key financial statements.
• Experience of financial modelling
• Some understanding of the sector and regulatory arrangements would also be an advantage but is not essential.
• Qualified accountant with 5+ year experience

Our client has exclusive authority to regulate all companies undertaking activities associated with electricity and water production, transmission, distribution and supply. In addition, it also regulates the waste water sector
